EVALUATION REPORT
From September 15 to December 14, 1944, Generalleutnant
Rasp was Chief of Staff of the Command Staff North Sea Coast. His duty was to increase the military capacities of our North Sea Coast in the military sector X. He did so with great dispatch and also implemented the coordination of all military forces – the Army, Navy, Air Force, Waffen-SS, Police and Volkssturm (civilians mobilized in the last months of the war) to cope with any possible (enemy) landing by sea.
Generalleutnant Rasp performed this difficult task superbly, displaying intelligence, diligence, energy, organizing ability and outstanding negotiating skills in dealing with all three branches of the Wehrmacht (armed services), as well as with four Reich Defense Commissioners.
Even in the sixth year of the war, Rasp is still a general who takes great joy and interest in his profession. He’s quick on the uptake, tenacious and indefatigable in the execution of orders and missions given him.
Generalleutnant Rasp is an above average officer.
I therefore
appointed him Commander in Chief of the 19th Amry on December 14, 1944. At the same time I recommended that he be promoted to General of Infantry.
Accordingly, Rasp was appointed commander
of the 19th army and removed from his position as Chief of Staff of the Leadership Staff North Sea Coast.
